You could use a 3D space optimization software, extract its 3D model (with the number of package or it's texture) and project it with Augmented Reality.

Maybe also use Machine Learning to recognize the packs (with AR information over them) so that operators can identify each and where to put it

You could create (with not too expensive robots) an automated conveyor belt that gives packs in the optimum order for each layer, starting from top left to bottom right
